with Root Explorer go to data/data/com.neonplay.trafficpanic4 (for traffic panic London)/shared_prefs
Open with text Editor this one: com.neonplay.trafficpanic4.xml and do all changes you need.
remember that 0 means that the Item was not Unlocked, 1 means that the Item was Unlocked.
also you can find this one: name="CurrencyManager_AccumulatedCurrency" value ="Put herre your value of money to unlock the items"
or
<int name"PowerUp_Uses_AfterTouch" value="put here number of Bombs"/>
