You just root your phone, download setcpu, and set the mhz amount you want.

First of all a kernel is the core component of an operating system and there are custom kernels that are able to overclock your CPU ... Majority of Custom ROMs have Kernels that support overclocking of your CPU ... So if you have installed a custom ROM then there are 99% chances that it supports overclocking, but if you ROM is stock ROM (Company Installed or Company Provided) then you will not be able to overclock your CPU.
I use No Frills CPU that is available from android market for free and I use different setting for different purpose. I will tell you some of my settings:
1. When I am playing Games
OC: 902 MHz
UC: 122 MHz
Gov: Performance
2. When I am using it for normal purpose like everything besides gaming
OC: 787 MHz
UC: 122 MHz
Gov: lagfree
3. When I am going to sleep at night
OC: 122 MHz
UC: 122 MHz
Gov: lagfree

Depends on your ROM, and your phone of course. Some people can set to 902mhz, my phone is stable only at 864. Otherwise if set to 883mhz - it's freezing, 902mhz - phone reboots itself. Just find a stable CPU, if your phone reboots, or the screen freezes, you need to set lower CPU.
